01 CEADs奖学金
CEADs夏令营设 “清华-远景碳踪奖” 。奖项设置为: 优秀小组奖励5万元/组 , 优秀营员奖励2.5万元/人 。奖金来源于公益捐赠,旨在发掘并激励在碳中和领域,尤其是在碳核算方向具有潜力、勇于探索的青年团队与个人。
本奖项分不同赛道, 优秀团队 不超过1个 , 个人优秀奖不超过1个 。奖金由获奖团队或个人自主支配。评选将由清华大学CEADs团队邀请气候变化领域专家,在夏令营结营成果展示环节进行现场评分与综合评定。
最终获奖团队及个人将获得奖金、奖杯及荣誉证书。同时,凡在营期间表现合格的营员,可获得由清华大学碳中和研究院颁发的结业证书。
The CEADs Summer Camp has established the “Tsinghua–Envision Carbon Sourcing Award.” The awards are set as follows: RMB 50,000 per outstanding group and RMB 25,000 per outstanding individual. The prize funds are supported by public donations and aim to identify and encourage promising and exploratory young teams and individuals in the field of carbon neutrality, particularly in carbon accounting.
The award is divided into different tracks, with no more than one outstanding team and no more than one individual excellence award granted in each track. The prize money will be allocated at the discretion of the winning team or individual. The selection will be conducted by experts in the field of climate change, invited by the Tsinghua University CEADs team, through on-site scoring and comprehensive evaluation during the final presentation session of the summer camp.
The winning teams and individuals will receive prize money, trophies, and certificates of honor. In addition, all participants who successfully complete the program will be awarded a certificate of completion issued by the Institute for Carbon Neutrality at Tsinghua University.

Introduction
碳达峰碳中和目标提出以来,党中央国务院高度重视碳核算体系建设,明确指出要建立统一规范的碳核算体系。为支撑国家碳排放统计核算相关工作,全面提高碳核算质量,中国碳核算数据库(CEADs)团队依托国家自然科学基金委员会、科技部国际合作项目及重点研发计划、英国研究理事会等支持,聚集近千名中外学者以数据众筹方式收集、校验,共同编纂完成涵盖中国及其他发展中经济体的多尺度碳核算清单及社会经济与贸易数据库。
Since the announcement of China’s carbon peaking and carbon neutrality goals, the Central Committee of the Communist Party of China and the State Council have placed great emphasis on developing a standardized carbon accounting system, explicitly calling for the establishment of a unified national framework. To support the statistical accounting of carbon emissions and to comprehensively enhance the quality of carbon accounting, the China Emission Accounts and Datasets (CEADs), with support from the National Natural Science Foundation of China, the Ministry of Science and Technology’s international cooperation projects and key R&D programs, the UK Research Council, and other institutions, has brought together nearly a thousand Chinese and international scholars. Through collaborative efforts and crowdsourced data verification, CEADs has developed a comprehensive, multi-scale carbon accounting inventory and a socio-economic and trade database covering China and other developing economies.

新兴经济体年鉴组(25人):
气候变化的影响日益显现,面对碳中和这一议题,建立统一规范的碳核算体系尤为重要。聚焦新兴经济体的能源消费和二氧化碳排放特征,详尽探讨涵盖亚洲、非洲、拉丁美洲和大洋洲等地区的新兴经济体的能源消费及碳排放动态,依次展示一次能源消费结构、化石能源碳排放特征及各行业的化石能源碳排放贡献等全面信息,以期为新兴经济体国家构建全口径、全透明、全免费、可比较、可验证的碳排放清单,为全球气候变化应对领域做出积极贡献。
本专题小组核算新兴经济体国家能源消费所产生的二氧化碳排放,编制最近年份(2023、2024年)细分能源类型和多部门的新兴经济体二氧化碳排放清单,侧重非洲区域国家,探讨涵盖不同区域的新兴经济体的能源消费及碳排放动态以及低碳发展路径。
招募要求:申请者需能够熟练使用Matlab,了解国家级碳排放核算基本原理。
Emerging Economies CO2 Emissions Inventory Team (25 members):
As climate change intensifies, establishing a standardized and transparent carbon accounting system has become essential for achieving carbon neutrality. This project focuses on energy consumption and CO₂ emissions in emerging economies, covering regions including Asia, Africa, Latin America, and Oceania. It aims to systematically analyze energy structures, fossil fuel–related emissions, and sectoral contributions, and to develop a comprehensive, transparent, and internationally comparable emissions inventory.
The team will quantify CO₂ emissions from energy consumption and compile multi-sector, energy emissions inventories for recent years (2023–2024), with a particular focus on African countries. The project will also explore cross-regional emission patterns and pathways toward low-carbon development.
Requirements: Applicants should be proficient in MATLAB and have a solid understanding of the fundamentals of national-level carbon emissions accounting.
EMERGING经济投入产出组(25人):
由于数据收集困难和数据的可得性较低等问题,现有MRIO数据库中并没有提供详细的新兴经济体以及部门的数据信息,这妨碍了MRIO模型分析供应链和国际贸易的历史模式以及预测未来趋势的能力。EMERGING模型打破了世界上现有的MRIO模型被西方国家垄断的局面,是首个中国学者自主研发的,具有自我知识产权的针对全球新兴经济体打造的全球全域经济体尺度,近实时更新的投入产出模型。
基于此,本专题小组构建涵盖245个国家地区133个行业的近实时、高国家高行业分辨率的投入产出数据库,追踪最新的全球供应链动态,弥补了全球新兴经济体当前面临的的数据空缺。该数据库有助于识别全球供应链中的潜在行业风险和国家供应链安全问题,在追踪国家政策、企业生产的环境影响具有巨大支撑作用。同时该数据库针对于欠发达地区,对识别这些地区的自然灾害、气候风险、粮食安全风险具有重大意义,有助于提升欠发达地区的系统性韧性。
招募要求:申请者能够熟练使用Python,了解投入产出编制基本原理。
EMERGING Input–Output Modeling Team Recruitment (25 members):
Due to challenges in data collection and limited data availability, existing MRIO databases often lack detailed and up-to-date information for emerging economies and sectoral activities. This limitation constrains the ability of MRIO models to capture global supply chain dynamics and analyze historical patterns or future trends.
To address this gap, the EMERGING model—developed independently by Chinese researchers—represents the first global, near–real-time input–output framework specifically designed for emerging economies. It provides a high-resolution, globally comprehensive representation of economic activities beyond the traditional dominance of Western-led MRIO systems.
This project aims to construct a near–real-time input–output database covering 245 countries/regions and 133 sectors, with high spatial and sectoral resolution. The database will track global supply chain dynamics and fill critical data gaps for emerging economies. It will support the identification of supply chain risks, national economic vulnerabilities, and environmental impacts of production and policy changes. In addition, the database will be particularly valuable for less-developed regions, contributing to the assessment of climate risks, natural disasters, and food security challenges, and enhancing overall system resilience.
Requirements:Applicants should be proficient in Python and have a basic understanding of input–output modeling principles.
中国城市碳核算组(25人):
在全球气候治理持续推进的背景下,城市作为能源消费与碳排放的核心单元,其碳排放核算对支撑我国“双碳”目标的实现具有重要意义。构建规范、透明的城市碳排放数据体系,能够为制定碳减排政策提供可靠的数据支撑,助力减排措施的精准实施。
本专题组围绕中国城市碳排放核算开展研究,主要包括:基于IPCC方法,构建覆盖最新年份、细分能源品种与部门的二氧化碳排放清单;结合机器学习方法,对排放数据进行补齐与延伸,提升排放清单的完整性与时效性;进一步分析不同城市间的排放差异及其驱动机制。
招募要求:申请者需具备定量分析基础,具有碳排放核算实操经验,或熟悉机器学习及数据驱动方法应用者优先。
Chinese Cities Carbon Accounting Team Recruitment (25 members):
As global climate governance continues to advance, cities have become central units of energy consumption and carbon emissions. Developing robust and transparent urban carbon accounting systems is essential for supporting China’s carbon peaking and carbon neutrality goals, enabling evidence-based policymaking and the effective implementation of mitigation strategies.
This project focuses on city-level carbon emissions accounting in China. Key tasks include: constructing CO₂ emissions inventories based on IPCC guidelines, covering the most recent years with detailed disaggregation by energy types and sectors; applying machine learning techniques to fill data gaps and extend time series, thereby improving data completeness and timeliness; and analyzing cross-city variations in emissions and their underlying drivers.
Requirements: Applicants should have a strong quantitative background. Prior experience in carbon accounting is preferred, and candidates with expertise in machine learning or data-driven methods are especially encouraged to apply.
全球点源尺度基础设施碳核算组(25人):
随着能源转型和先进制造业快速发展,钴、镍等关键金属的重要性日益突出,但目前针对关键金属开采与加工过程的碳排放及尾矿环境影响研究仍较为不足。
基于此,本专题小组聚焦钴矿与镍矿,重点开展矿山开采与加工环节的数据收集、排放清单编制及尾矿环境影响评估,系统识别关键矿产开发利用过程中的主要排放环节及其环境风险。
招募要求:申请者应具备一定的编程基础,具有环境科学、地理科学、国际贸易等相关专业背景者优先。
Global Plant-level Infrastructure Carbon Accounting Team Recruitment (25 members):
With the rapid advancement of energy transition and advanced manufacturing, critical metals such as cobalt and nickel have become increasingly important. However, carbon emissions and environmental impacts associated with their extraction and processing—particularly tailings management—remain underexplored.
This project focuses on plant-level carbon accounting for critical mineral infrastructure, with an emphasis on cobalt and nickel. The team will conduct data collection on mining and processing activities, develop emissions inventories, and assess the environmental impacts of tailings. The objective is to systematically identify major emission sources and environmental risks along the lifecycle of critical mineral development.
Requirements: Applicants should have basic programming skills. Candidates with academic backgrounds in environmental science, geography, international trade, or related fields are preferred.
炼油搁浅资产与金融气候风险组(5人):
要实现1.5℃宏伟目标,核心在于快速减少二氧化碳排放,尤其是要推动能源系统从化石能源向清洁能源转型。这意味着,大量仍在运营甚至新建的炼油厂,其生命周期将被迫缩短,这些提前退役或被改造的炼油设施,连同其所有者损失的未来收入,共同构成了“搁浅资产”这一巨大的金融地雷。尽管金融机构、投资者和政策制定者已普遍意识到气候政策带来的转型风险,但对于全球炼油行业中,这些风险在具体企业规模和分布情况却一直缺乏系统性的评估。
基于此,本专题小组从工厂、公司、资管机构三个维度,参与编制全球炼油企业表,精确识别和量化公司级的搁浅资产风险,在此基础上,进一步通过持股关系和投资组合链接资管机构,分析企业层面的搁浅资产风险如何向金融体系传导,并从投资组合碳排放、行业集中度和重点企业暴露等维度,系统评估资管机构所面临的气候转型风险,为差异化减排路径设计和投资决策优化提供科学依据。
招募要求:
- 申请者具备金融学背景,熟悉气候金融的基本框架,了解搁浅资产形成机制及量化思路,或;
- 申请者具备投入产出分析方法基础,能够参与企业表编制,或;
- 申请者掌握气候情景分析方法,了解经典情景框架,能够将情景参数嵌入到企业层面分析。
Refinery Stranded Assets and Climate Financial Risk (5 members):
Achieving the 1.5°C target requires a rapid reduction in CO₂ emissions, particularly through the transition of energy systems from fossil fuels to clean energy. This transition implies that many existing and newly built refineries may face shortened lifespans. Early retirement or retrofitting of these facilities, together with the loss of expected future revenues, will give rise to significant stranded assets, posing substantial risks to the financial system. Although financial institutions have increasingly recognized transition risks associated with climate policies, there remains a lack of systematic, firm-level assessment of these risks within the global refining sector.
This project addresses this gap by analyzing stranded aasets from three levels: facilities, firms, and asset managers. The team will contribute to construct enterprise-level input-output table targeted to refining, and quantify stranded asset risks at the company level, and further link these risks to financial institutions through investment portfolios. By examining portfolio emissions, sectoral concentration, and exposure to key high-emitting firms, the project aims to systematically assess climate transition risks faced by asset managers. The findings will provide scientific support for designing differentiated decarbonization pathways and optimizing investment decisions.
Requirements:
Applicants should meet at least one of the following criteria:
1.Background in finance, with familiarity in climate finance, and an understanding of stranded asset and quantification approaches, or;
2.Knowledge of input–output analysis and ability to contribute to firm-level table construction, or;
3.Experience in climate scenario analysis, with familiarity in established scenario frameworks and the ability to integrate scenario parameters into firm-level assessments.
福祉指数组(15人):
当前,人类社会的发展评估正经历从单一经济维度向综合福祉维度的深刻范式转型。主流学界日益认识到,以GDP为核心的传统核算体系难以全面反映自然资本耗竭与人力资本积累对长期繁荣的真实影响,这种“财富盲区”可能导致发展决策的偏差与不可持续性。因此,构建一套能够整合生产资本、自然资本与人力资本的多维福祉指数,实现对区域真实财富存量的动态监测与风险评估,已成为环境经济学与可持续发展科学领域的前沿课题。
基于此,本专题小组致力于突破传统国民经济核算的边界,从生产资本、人力资本、自然资本三个核心维度,编制区域福祉指数。我们将重点解决多维资本的统一量化与聚合难题,精确识别各维度财富的存量变化与流动规律,系统评估不同区域在可持续发展路径上的潜在风险与韧性,为理解复杂人地系统的演化机制提供定量的科学依据。
招募要求:
- 申请者具备一定的经济学或环境科学背景,了解或掌握国民账户体系(SNA)及环境经济核算(SEEA)的基本框架,或;
- 申请者了解或掌握可持续发展评估工具包括但不限于:可持续发展目标指数(SDG Index)、幸福指数(Happiness Index)、绿色GDP(Green GDP)、生态系统生产总值(GEP)及生态系统服务价值评估方法(Ecosystem Services Valuation)等,能够参与多维资本数据的整合与指数编制。
Welfare Index Working Group (15 members):
As global development assessment shifts from a single economic metric toward a multidimensional welfare perspective, the limitations of GDP-centered accounting have become increasingly evident. Conventional systems often fail to capture the depletion of natural capital and the accumulation of human capital, creating “blind spots” in measuring true wealth and potentially leading to biased and unsustainable policy decisions. Consequently, developing a comprehensive welfare index that integrates produced, natural, and human capital—and enables dynamic monitoring of real wealth and associated risks—has emerged as a frontier topic in environmental economics and sustainability science.
In response, this working group aims to move beyond traditional national accounting boundaries by constructing a regional welfare index grounded in three core dimensions: produced capital, human capital, and natural capital. The group will focus on resolving key methodological challenges in quantifying and aggregating multidimensional capital, identifying patterns in wealth stock changes and flows, and systematically assessing regional sustainability risks and resilience. The outcome will provide robust quantitative evidence to support the understanding of complex human–environment systems.
Requirements:
1.Applicants should have a background in economics or environmental science, with knowledge or mastery of the basic framework of the System of National Accounts (SNA) and the System of Environmental-Economic Accounting (SEEA), or;
2.Applicants should have knowledge or mastery of sustainable development assessment tools including but not limited to: the Sustainable Development Goals Index (SDG Index), Happiness Index, Green GDP, Gross Ecosystem Product (GEP), and ecosystem services valuation methods, and be able to participate in the integration and index compilation of multidimensional capital data.
